But in fact compromises are usually reached only after various factions fight and fight until they can no more, and the dreadful cost gradually leads men to the realisation that they must learn to tolerate each other. It is very difficult to get people to tolerate each other unless they have tried intolerance and failed. This is a melancholy reflection on human character.
