It almost certainly wasn’t a publicity stunt back in 1982. It most likely was the result of a teenager doing something stupid he thought was cool and Ozzy being drunk and high doing something stupid in return.
As far as I know, getting rabies shots is painful so I expect Ozzy benefitted from being constantly drunk and high as well.
